The Facts

  • China's National Energy Administration said installed solar capacity reached 1.286 billion kilowatts at the end of July 2026.
  • Installed coal-fired power capacity stood at 1.285 billion kilowatts over the same period.
  • The agency said it is the first time photovoltaic capacity has been China's largest power source category by installed capacity.
  • China's total installed electricity generation capacity reached 4.08 billion kilowatts at the end of July.
  • Solar generation reached 802.4 billion kilowatt-hours in the first seven months of 2026, up 15.5% year on year.
  • Coal still supplies more of China's actual electricity output than solar, which accounted for about one-eighth of generation.
  • China is the world's largest emitter of greenhouse gases that drive climate change.
  • China has pledged to peak its carbon emissions by 2030 and reach carbon neutrality by 2060.

Context

What is the difference between installed capacity and actual electricity generation?

Installed capacity measures the maximum output a country's power plants could theoretically deliver, not how much electricity they actually produce HuffPost Italia. Because solar panels only generate when the sun shines, coal plants continue to supply more of China's real electricity output; solar produced 802.4 billion kilowatt-hours in the first seven months of 2026, about one-eighth of the national total Euronews English,HuffPost Italia,Global Time….

How much of China's power capacity does solar now represent?

Chinese state television said solar accounted for 31.5% of total installed electricity generation capacity dpa International,Der Tagesspiegel. Italian reports citing the National Energy Administration put photovoltaic capacity at more than 30% of a national total of 4.08 billion kilowatts at the end of July ANSA.it,Il Messaggero,Giornale di brescia.

Is the pace of new solar installation still rising?

China added 85.65 gigawatts of photovoltaic capacity between January and July, a 62% drop year on year, which financial outlet Cailian attributed largely to the high base set by an earlier installation rush infobae,ABC Digital. In July alone, newly installed photovoltaic capacity totalled 13.73 million kilowatts, up 43% from a year earlier, according to the National Energy Administration Global Time….

Where Left and Right agree, and where they split

Where Left and Right agree
A capacity milestone isn't an output milestone: both reads treat solar's roughly one-eighth share of actual generation, against coal's larger delivered share, as the number that counts.
Where Left and Right split
Whether the story is about the world's largest emitter still needing to burn less coal, or about what covers demand in the hours the panels don't.
Why they won’t converge
The divide is over which yardstick counts, not the numbers: one side scores an electricity system by carbon not burned, the other by power guaranteed in every hour, so identical capacity and generation figures support opposite verdicts.

How left and right read it

Left says

What counts as climate progress is tons of carbon not burned, not panels installed. Solar edging past coal in capacity, 1.286 billion kilowatts to 1.285, is real and worth naming, yet coal still supplies far more of the electricity people actually use while solar sits at roughly an eighth of generation. From the largest emitter on Earth, the 2030 peak and 2060 neutrality pledges have to be measured in coal burned. Build the panels, then retire the plants.

Right says

Keeping the lights on is the test. Installed capacity doesn't measure that, because solar's 802.4 billion kilowatt-hours — genuine, cheap abundance, up 15.5% — still covers only about an eighth of generation, while coal carries more of the electricity actually delivered. So before a narrow capacity lead becomes grounds to retire dispatchable plants, what serves demand on the hours the panels don't?
