Finland moves to amend 1987 nuclear law to allow nuclear weapons import or transit for defence purposes

Thursday, March 5, 2026International AffairsWell-covered3 frames

The Facts

  • Finland’s government has proposed amending the 1987 Nuclear Energy Act to relax restrictions so nuclear weapons could be brought into Finland or transited/transported through the country under defence-related grounds, while remaining prohibited otherwise.
  • Finland’s 1987 Nuclear Energy Act currently prohibits the import, manufacture, possession and detonation of nuclear explosives on Finnish territory.
  • Defence Minister Antti Häkkänen said Finland’s and Europe’s security environment has “fundamentally and significantly changed” since Russia’s full-scale invasion of Ukraine in 2022.
  • Finland joined Nato in 2023 after ending decades of military neutrality/non-alignment.
  • Finland’s government approved the proposed amendments and said the bill would be sent to parliament for consideration.
  • Russia criticized Finland’s move: Kremlin spokesperson Dmitry Peskov said it would escalate tensions and increase Finland’s vulnerability, and warned Russia would take appropriate measures if Finland hosted nuclear weapons.

Context

What exactly would change under Finland’s proposal?

The proposal would amend the Nuclear Energy Act so that bringing a nuclear weapon into Finland—or transporting, delivering, or possessing one—could be allowed if connected to Finland’s military defence; outside those exception grounds, such activities would remain prohibited. Why is Finland pursuing this change now?

Finnish officials have linked the change to the altered security environment since Russia’s 2022 full-scale invasion of Ukraine and to Finland’s needs as a Nato member seeking to align more closely with Nato deterrence and collective defence policy. BBC,MoneyControl,Yle.fi

How has Russia responded?

Kremlin spokesperson Dmitry Peskov said Finland’s plans would escalate tensions in Europe and make Finland more vulnerable, adding that Russia would take “appropriate measures” if Finland began threatening Russia by deploying nuclear weapons on its territory. BFMTV,newsORF.at,Коммерсант.…
