The Facts

  • The Democratic Republic of the Congo's 17th Ebola outbreak was declared on 15 May and is caused by the Bundibugyo species of the virus.
  • Congolese authorities have recorded 2,516 deaths out of 5,290 confirmed cases in the outbreak.
  • It is the largest and deadliest Ebola outbreak in the DRC's history, exceeding the 2018-2020 epidemic.
  • UN senior Ebola coordinator Julien Harneis said half of the deaths occurred in the 20 days before 21 August.
  • Harneis said the epidemic now covers an area larger than France and is growing faster than the response.
  • Harneis said existing response funding will run out within weeks without additional money.
  • Health workers in the affected region have been attacked by local residents and have themselves fallen ill and died.
  • Africa CDC data indicate the outbreak has not peaked and could be three times the known caseload.
  • Fewer than 10% of current cases are coming from known contacts, according to Africa CDC.
  • A shipment of 16,250 Ervebo vaccine doses arrived in Kinshasa late on 21 August, part of 70,000 doses approved.

Context

Why is a vaccine being deployed if there is no approved vaccine for this Ebola species?

The Ervebo vaccine is licensed and has been effective against the Zaïre species of Ebola, but there is no proven vaccine or treatment for the Bundibugyo species now circulating BBC,U.S. News & World R…. Some doses are being used as part of a trial to test whether Ervebo offers protection against Bundibugyo BBC,Telegraph. Congolese health minister Samuel Roger Kamba noted Ervebo was used at scale during the DRC's 2018-2020 epidemic Bluewin.ch.

Why do officials believe the real number of cases is higher than reported?

Africa CDC and WHO data suggest only about 30% to 40% of cases have been detected, meaning the outbreak could be roughly three times its known size Mirror,AP NEWS. Bundibugyo can spread undetected because some symptoms resemble other illnesses such as malaria U.S. News & World R…. Fewer than 10% of cases are currently traced to known contacts, and contact tracing is being disrupted by conflict and population displacement AP NEWS,Economic Times.

What conditions are frontline health workers facing?

Nurses at the Elikya treatment centre in Bunia, capital of the hardest-hit Ituri province, told the Guardian they fear infection and that colleagues have died, and described going unpaid Guardian. Harneis described a series of attacks on health workers as "unacceptable," attributing local hostility to anger and fear over the outbreak Reuters,CBC News.

Where Left and Right agree, and where they split

Left and right largely agree on this one.

Where Left and Right agree
Both read the same emergency the same way: fund the Ebola response and the frontline workers now, in the weeks before existing money runs out.
Where Left and Right differ in emphasis
Both demand money now; one because unpaid workers are being attacked, infected and killed, the other because an epidemic outrunning thin governance spreads past containment.
Why they won’t converge
The divide is trust-in-institution: both sides read the same collapse, but one treats Congolese health workers and their state as owed direct payment, the other treats thin state presence as reason for externally controlled, conditional spending.

How left and right read it

Left says

The people absorbing the risk of a collapsing epidemic response should not be the ones asked to absorb its cost too. Congolese health workers are being attacked by residents, falling ill and dying, and doing it without pay — while an outbreak already at 2,516 deaths spreads across an area larger than France and the response money runs out within weeks. That is a funding choice made elsewhere. Pay them, and fund the response now.

“That courage is all the more remarkable given that both workers on the frontline of the fastest-growing Ebola outbreak on record said they were not being paid.” — The Guardian↗

Right says

Disease that outruns governance becomes everyone's problem. Half of the 2,516 deaths came in the twenty days before 21 August, the epidemic now covers ground larger than France and grows faster than the response, and it is burning through terrain where state presence is thin and armed groups have long operated — which is why health workers there are attacked as often as they are infected. So back a targeted, accountable response now, before the money runs out in weeks.

“It has hit regions in the north and east where the presence of the state is weak, health infrastructure is lacking and myriad armed groups have roamed for decades.” — Breitbart↗
