Quad foreign ministers meet in Manila and reaffirm support for a free and open Indo-Pacific
The Facts
- The Quad foreign ministers of India, the United States, Australia and Japan met in Manila during ASEAN-related meetings.
- The ministers said they support a free and open Indo-Pacific and reaffirmed support for ASEAN unity and centrality.
- The Manila meeting was the second Quad foreign ministers' meeting since a previous session in New Delhi in late May.
- The ministers discussed regional developments and challenges, including maritime security and broader Indo-Pacific issues.
- The meeting took place against the backdrop of renewed tensions in the South China Sea involving the Philippines and China.
- The Quad's emphasis on Indo-Pacific stability matters because the group is coordinating with ASEAN on regional security, economic resilience and other practical cooperation in a region facing territorial and rule-of-law disputes.
- One unresolved issue is the timing of the next Quad leaders' summit, which had not been finalized at the time of the Manila meeting.

Where Left and Right agree, and where they split
- Where Left and Right agree
- Practical Quad-ASEAN coordination is meant to steady a region under maritime, territorial and rule-of-law strain, a need neither framing disputes.
- Where Left and Right split
- Shielding smaller states through ASEAN-centered rules, or proving the Quad can deliver steady strategic coordination through repeated alignment.
How left and right read it
Left says
What stands out here is the effort to anchor regional security in shared institutions rather than raw power: the ministers paired talk of a free and open Indo-Pacific with support for ASEAN unity and centrality. In a region facing territorial and rule-of-law disputes, that coordination on security and economic resilience matters because it can help keep smaller states from being left to navigate mounting maritime tensions alone.
Is this how the left would actually put it?
Right says
What matters here is sustained coordination: this was the second ministers’ meeting since late May, focused on maritime security and broader Indo-Pacific challenges. In a region marked by territorial and rule-of-law disputes, repeated alignment around a free and open Indo-Pacific and practical cooperation with ASEAN signals seriousness about burden-sharing and strategic steadiness, not episodic diplomacy.
Is this how the right would actually put it?
