Why has the reported death toll changed?

Early reports on Saturday cited Tkachenko putting the toll at 27, with a warning that it could rise CNBC,N-tv,T-online.de. Later the same day officials raised the figure to 37 Guardian,WSJ,La Repubblica. By Sunday, French outlets reported the toll had reached 38 Le Figaro.fr,Le Monde. Recovery work continued at the site, so figures may change further.

Why is Ukraine investigating its own officials after a Russian strike?

Zelenskyy said Ukrainian regulations bar storing ammunition near homes or residential areas, and that those who allowed it must be held accountable Hindustan Times,CBS News. Prosecutors opened proceedings on charges of official negligence relating to the storage conditions at the site NDTV,Yahoo!,India Today. The case is separate from the question of Russian responsibility for the strike itself.

That argues for safety at home and an end to the fighting, not a widening of it.
