U.S. Senate Passes Russia and Iran Sanctions Bill 86-11, Sending It to the House

First covered Friday, August 7, 2026U.S. PoliticsWell-covered

The Facts

  • The Senate passed the sanctions bill on Friday by a vote of 86-11, sending it to the House of Representatives.
  • The legislation was renamed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 after the South Carolina Republican senator who authored and championed it and who died on July 11.
  • The bill would authorize the president to impose tariffs of up to 100% on imports from countries ranking among the five largest buyers of Russian oil and natural gas; sponsors identify those countries as China, India, Azerbaijan, Hungary and Slovakia.
  • Beyond the tariff provisions, the measure imposes sanctions on Putin, Russian officials, oligarchs, financial institutions and the vessels used to move Russian oil outside existing restrictions.
  • At Trump's request, the bill also extends U.S. sanctions covering Iran's energy and weapons sectors, pushing the expiration of the Iran Sanctions Act of 1996 to 2031.
  • Passage followed more than a year of delays, with earlier versions repeatedly stalling amid White House resistance or competing priorities; momentum returned after Graham's death and after Zelensky met senators at the Capitol in late July.
  • Not all senators supported the tariff provisions: Rand Paul and Ron Wyden argued during debate that 100% duties on India and China would damage U.S. interests and relationships, with Paul calling it America "shooting itself in the foot."
  • The bill's fate is not settled: the House is in recess and is not expected to vote until it reconvenes at the end of August or in September, and it must pass in identical form before reaching Trump, who has signaled support.

Context

Would the tariffs take effect automatically if the bill becomes law?

No. Reporting describes the measure as permitting rather than compelling action against the five named purchasers, with the actual tariff rate to be set by the Office of the U.S. Trade Representative and a presidential waiver available that requires certification to Congress and reassessment every 180 days Hindustan Times. Other accounts similarly describe the bill as giving the president authority to impose the levies Hindustan Times,CNBC.

Why is the bill drawing so much attention in India?

India is the second-largest buyer of Russian crude after China, and the bill would threaten Indian exports to the United States with duties on top of the 50% tariffs already in place since August 2025 Indian Express,Indian Express. Indian outlets also note that European buyers of Russian energy are not among the five economies named by the bill's sponsors Hindustan Times,Hindustan Times.

What else does the bill do to Russia beyond the secondary tariffs?

It would impose new sanctions and visa bans on Putin and senior Russian military commanders and authorize tariffs of up to 500% on Russian exports, alongside measures aimed at curbing the oil and gas revenue that funds the war Guardian,Fox News,N-tv.

Where Left and Right agree, and where they split

Where Left and Right agree
The 86-11 vote produced real leverage over Russia's oil buyers, and the year of stalling before it — and the recess stalling it now — is a cost both reads treat as unearned.
Where Left and Right split
Left and right both call the delay indefensible — they split on what the bill itself hands Trump.

How left and right read it

Left says

Eighty-six senators voted yes — a bipartisan showing rare in this chamber — after more than a year in which earlier versions stalled amid White House resistance and competing priorities. The delay was a choice. And the central mechanism hands the president discretion over 100% tariffs, the unilateral trade power Rand Paul and Ron Wyden warned would damage U.S. interests; Congress should not delegate leverage it spent a year refusing to use itself.

“The 86-to-11 vote was a rare bipartisan feat for a chamber that has been divided on most meaningful legislation to back Ukraine since President Trump returned to office last year after a campaign that railed against foreign and military aid.” — The New York Times↗

Right says

The Senate voted 86-11 Friday to put tariffs of up to 100% on the largest buyers of Russian oil and gas in the president's hands, sanction Putin, his oligarchs and the vessels moving his crude, and — at Trump's request — extend Iran sanctions to 2031. That is leverage, not charity. It costs no American troops and asks the buyers financing this war to bear something. So why does the instrument sit idle while the House stays in recess?

“Three cheers to the Senate for overwhelmingly passing Lindsey Graham's "sanctions from Hell" bill, which could be the knockout punch against Russia's staggering economy.” — New York Post↗

This isn't a story about sanctioning Russia — it's about whether Congress delegating its own leverage counts as using it.
