ALLIED PHONE CALL, MISSILES IN THE AIRREFRAMED ILLUSTRATION

The Facts

  • U.S. Secretary of State Marco Rubio and South Korean Foreign Minister Cho Hyun held a phone call on Monday, Aug. 24.
  • Seoul's foreign ministry said the two agreed to continue close communication and cooperation on resolving North Korea's nuclear issue.
  • Neither government's readout of the call mentioned the denuclearization of North Korea, a standard element of past allied statements.
  • The State Department said only that Rubio and Cho discussed "a range of issues in the U.S.-ROK Alliance."
  • Trump last week ordered a substantial reduction of the allies' Ulchi Freedom Shield military exercise.
  • Trump said South Korea had not supported his efforts regarding Iran.
  • North Korea launched about 10 short-range ballistic missiles on Thursday, days before the call.
  • South Korean conservative figures say Seoul risks being excluded from any direct U.S.-North Korea deal.

Context

Why does the absence of the word "denuclearization" matter?

A commitment to ridding North Korea of nuclear weapons has long been a staple of U.S.-South Korea diplomatic statements, and its omission from both readouts fueled speculation that Washington is leaving diplomatic room for renewed engagement with Pyongyang Japan Times,Korea Times. Trump recently declined to say whether denuclearization is his goal in re-engaging with Kim Jong Un, which has raised concern in Seoul that the U.S. could effectively acknowledge North Korea as a nuclear-armed state Korea Times. A South Korean foreign ministry spokesperson said Tuesday that Seoul and Washington consistently maintain their commitment to denuclearization Korea Times.

What exactly changed with the joint military exercises?

Trump abruptly ordered the Pentagon to "substantially reduce" the annual Ulchi Freedom Shield exercise just before it began, citing its cost and his relationship with Kim Jong Un, and describing the drills as "inappropriate and hostile" toward North Korea Star ,Latest Nigeria News…,UPI. South Korea's defense ministry then ended the command post exercise on Friday, six days earlier than planned, and cancelled counter-attack drills while scaling back field training SCMP,Latest Nigeria News…. North Korea said the step was not enough to bring it back to talks Latest Nigeria News….

What else did the two diplomats discuss?

Seoul said the two sides agreed to work toward "mutually beneficial" outcomes on pending issues including tariffs, an investment agreement and security cooperation, and planned to discuss them soon Qatar News Agency,Straits Times. Cho also said South Korea would make substantive contributions to help restore free passage through the Strait of Hormuz Korea Times. Seoul's ministry said the two exchanged views on bilateral relations, the Korean Peninsula and global affairs theepochtimes.com.

Where Left and Right agree, and where they split

Where Left and Right agree
The dropped denuclearization language and the cut to Ulchi Freedom Shield are deliberate departures from inherited allied terms, not oversights — and neither framing treats that departure as loss.
Where Left and Right split
Whether the story is about lowering the risk of war for people on the peninsula, or about an alliance ledger in which Seoul must earn its seat.
Why they won’t converge
The divide is over what an alliance is for — one side reads reduced drills and dropped denuclearization language as risk-reduction, the other as leverage traded away — and no fact about Pyongyang's intentions settles which purpose ranks first.

How left and right read it

Left says

The people who bear the risk on the Korean Peninsula are the ones with no seat at any table, and roughly ten short-range ballistic missiles flying days before this call is a reminder that the standoff itself is the danger. That is why the scaled-back Ulchi Freedom Shield exercise and the absence of denuclearization language in either readout are worth protecting, not lamenting. Talks lower risk. Keep communication open and pursue concrete arms-control steps instead of pricing engagement out of reach.

Right says

An alliance is a bargain, not a subscription — which is why the substantial cut to Ulchi Freedom Shield reads as reciprocity after Seoul declined to back Trump on Iran, not abandonment. Iran furnished the occasion for a move already favored. That neither readout repeated the old denuclearization boilerplate fits the same logic: inherited language shouldn't set today's terms. Seoul's own conservatives fear exclusion from direct talks, so what will Seoul put forward to earn its seat?

“The Iran War thus provided an immediate justification for a move that Trump was already inclined to make.” — The American Conservative↗
