What did Washington actually change?

The US State Department rescinded Syria's designation as a state sponsor of terrorism, a listing in place since 1979 Yahoo! Finance,Breitbart. The removal took effect after a 45-day congressional review period Yahoo! Finance. Payment networks announced their first Syrian transactions days later Reuters.

Which companies and banks were involved?

Visa said it tested the first live international transaction in Syria with Lebanon-based Fransabank as the acquiring institution, alongside Syria's central bank and local processor Paymera Times of Israel,Cumhuriyet. Mastercard said it processed its transaction with Qatar National Bank Group Times of Israel,Straits Times.

Why were international cards unusable in Syria before this?

Syria's central bank announced after the 2011 civil war that Visa credit cards were no longer valid in the country because of US sanctions Hürriyet. The Syrian government said such a transaction had been impossible for more than 15 years NY Post,Euronews English.

How widely can cards be used now?

Acceptance is limited at the start. Visa described a first-phase plan focused on international visitors using their own cards Hürriyet,En Son Haber. Turkish broadcaster CNN Türk reported the system currently operates through some banks, particularly in hotels, with expansion into retail planned CNN Türk.

But the stated first phase serves international visitors using their own cards, so the demand has to be that each further step be judged by what it delivers to ordinary people.

Right says

A designation that stood since 1979 should be given up to demonstrated conduct, not to a well-timed video. Yet the listing was rescinded days before the first live card transactions, and the payment reached the public through state television and an official government account — from a leader who "launched a global campaign urging friendly states to invest."
