Turkey Restricts Some Commercial Shipping into the Black Sea and Calls for a Moratorium on Attacks on Vessels

First covered Saturday, August 8, 2026Business & MarketsWell-covered

The Facts

  • Turkey's Directorate General of Coastal Safety told multiple ships bound for Russia's Novorossiysk that it was not currently issuing transit permits or needed more time to review applications for passage through the Dardanelles Strait.
  • Sources said the restrictions also extended to some vessels heading to Ukrainian ports.
  • Turkish authorities gave no public explanation for the measure; the Directorate General referred inquiries to the Transport and Infrastructure Ministry, which did not respond to Bloomberg.
  • Novorossiysk is a key Russian export hub for oil and grain, and the restrictions effectively limit the flow of vessels into the Black Sea.
  • Vessels bound for other destinations appeared unaffected; ship-tracking data cited by Bloomberg showed ships heading to Bulgarian, Romanian and Georgian ports still transiting the Dardanelles northbound on Saturday.
  • Turkish Foreign Minister Hakan Fidan said on Aug. 8, in an interview with the state news agency Anadolu, that Turkey had asked Russia and Ukraine to establish a mechanism allowing a moratorium on attacks against commercial vessels in the Black Sea.
  • Fidan said the conflict had spread across the whole Black Sea, that attacks initially targeted ports and military ships but now hit commercial shipping indiscriminately, and that vessels owned by Turks or flying the Turkish flag had been struck.
  • Fidan said Ukraine had already put forward a proposal along these lines, which Turkey conveyed to Russian counterparts, and that Ankara was awaiting Moscow's response.
  • Turkey had condemned drone attacks in the Black Sea earlier in the week on two vessels belonging to Turkish shipowners, in which crew members were injured.

Context

What legal authority does Turkey have over ships entering the Black Sea?

All commercial traffic entering the Black Sea must pass through the Turkish straits — the Dardanelles and the Bosphorus. Transit permits for the Dardanelles are handled by Turkey's Directorate General of Coastal Safety, which reported to ships that it was withholding permits or taking additional time on applications for certain voyages mint,Straits Times,Investing.com,ТСН.ua.

What is the proposed moratorium, and has it been agreed?

It is a Turkish proposal for a mechanism under which Russia and Ukraine would declare a halt to strikes on merchant vessels in the Black Sea Straits Times,РИА Новости,Deutsche Welle. It has not been agreed: a source in the Turkish government told RIA Novosti on Aug. 9 that the proposal was still under discussion with Moscow and Kyiv and its specific parameters had not been defined РИА Новости, while Fidan said Ankara was still waiting for a Russian reply Коммерсант.…,Корреспонде….

Who is blamed for the attacks on civilian ships?

Accounts differ by source. Russian state outlets report that Russia's ambassador to Turkey, Sergei Vershinin, said the strikes on civilian vessels were carried out by Ukrainian drones vesti.ru,РИА Новости. Bloomberg's reporting, as relayed by international outlets, attributes the surge in attacks on shipping to both Russian and Ukrainian action mint,Economic Times,Straits Times, and Fidan's public remarks addressed both Moscow and Kyiv without assigning blame for specific incidents Straits Times,Українська ….

Where Left and Right agree, and where they split

Where Left and Right agree
Attacks now hit commercial shipping indiscriminately, including Turkish-owned and Turkish-flagged vessels, and a moratorium is the right ask — with the permit halt left publicly unexplained.
Where Left and Right split
Whether the story is about a chokepoint closed without any explanation owed to those it affects, or about a state exercising its own judgment over its own strait to protect its own flag.

How left and right read it

Left says

When a war stops distinguishing warships from grain freighters, civilian crews pay first — attacks now strike commercial shipping indiscriminately, including Turkish-owned and Turkish-flagged vessels. A moratorium on such strikes is the modest, humane ask; Ukraine has already proposed one, and Moscow's answer is still outstanding. Yet the transit restrictions on ships bound for Novorossiysk, a key oil and grain hub, come with no public explanation. Who is owed that explanation?

Right says

Sovereignty means a state governs its own chokepoint on its own judgment. Turkey's coastal safety directorate simply stopped issuing Dardanelles permits for ships bound for Novorossiysk and some Ukrainian ports, while traffic to Bulgarian, Romanian and Georgian ports sailed on, and offered no public explanation. Turkish-owned and Turkish-flagged vessels had been struck. Ankara now presses the belligerents themselves for a moratorium. Acting first for one's own flag is what protection actually looks like.
