The Facts

  • The United States formally rescinded Syria's designation as a State Sponsor of Terrorism on August 24.
  • Syria had carried the State Sponsor of Terrorism designation since 1979.
  • The rescission took effect after a 45-day congressional review period triggered when President Donald Trump notified Congress on July 8.
  • The State Department also revoked the Specially Designated Global Terrorist designation of al-Nusrah Front, later known as Hay'at Tahrir al-Sham.

Who is Ahmed al-Sharaa and how did he come to power?

Sharaa led Hay'at Tahrir al-Sham, the group that spearheaded the rebel offensive that overthrew longtime ruler Bashar al-Assad in December 2024, and he became president as the country rebuilds after more than 13 years of civil war Straits Times,CNA. HTS was formerly known as al-Nusra Front and was al-Qaeda's affiliate in Syria before Sharaa severed ties; he previously had a US bounty on his head BBC,Hill.

Why was the HTS delisting announced at the same time?

Rubio said he delisted HTS's Specially Designated Global Terrorist designation alongside the rescission of Syria's state sponsor status, both framed as recognition of the new government's commitments Firstpost,Fox News. A designation that outlives the regime it was written against stops being policy and becomes inertia, and inertia is not strategy. This one dated to 1979, yet it came off through the process the law requires — notification to Congress on July 8, a 45-day review, then rescission — because relief earned by conduct beats relief granted by mood. Skepticism about al-Sharaa's past affiliations is fair; that is precisely why Treasury's unchanged counterterrorism posture must stay real. Judge by behavior, and keep judging.
