Venezuela's interim government and opposition end first talks round with accords on courts and frozen assets

Context

Why are Venezuelan assets held at the Bank of England, and how would they be used?

Venezuela has 31 tonnes of gold, equivalent to about $1.95 billion, retained at the Bank of England because of court disputes and international sanctions El Español. The sanctions were imposed during Maduro's presidency RTVE.es. The two delegations also agreed to create transparency, traceability and audit mechanisms for the use of the money infobae.

Why is the Supreme Tribunal of Justice central to the talks?

The TSJ validated Maduro's 2024 reelection despite fraud allegations and without official results being published RFI, and has been described as serving the government infobae. The National Assembly had begun a process in May to replace part of the court's magistrates; the new agreement restarts that process and covers all magistrates infobae,El Universal.

What happens next in the process?

The dialogue opened on Aug 6, and the joint statement says implementation of the first agreements begins in August with official announcements RT en Español,BioBioChile,CNN Español. The talks were organized around two technical tables, one on earthquake emergency response and one on strengthening democracy, the judiciary and the electoral authority eltiempove.com,RT en Español. Whether survivors of the June 24 earthquakes actually get relief is the test here — more than 6,300 people died, and the accord ties their response to reserve assets held at the Bank of England. But a dialogue backed by the United States after it removed Nicolás Maduro, with only one sector of the opposition present, leaves that promise resting on a narrow table; broadening it is the demand worth pressing.

A nation's own reserves belong to that nation, so the commitment to recover Venezuelan international reserve assets held at the Bank of England — and to direct them to earthquake response after more than 6,300 deaths — is a sovereignty claim before it is a humanitarian one. Rebuilding the justice system through reform of the Supreme Tribunal's organic law and a new process to designate every magistrate matters for the same reason. Yet only one sector of the opposition is at the table, and durable legitimacy requires broader buy-in than that.

This isn't really a story about money at the Bank of England — it's about whether a country's recovery is measured by what reaches its survivors or by who holds its assets and names its judges.
