Board of Peace Says Israeli Withdrawal From Gaza Will Follow Full Hamas Disarmament, as Strikes Continue

First covered Monday, August 3, 2026International AffairsWell-covered5 frames

How left and right are reading this

Both agree
Withdrawal beyond the Yellow Line is conditioned on complete decommissioning, and the agreement will be judged by conditions on the ground in Gaza, not by the framework's language.
They split on
Whether the story is about strikes killing 18 to 19 Palestinians during a ceasefire, or about Israel's cabinet consenting before foreign troops and withdrawal proceed.

The Facts

  • Nickolay Mladenov, the Board of Peace's high representative for Gaza, met Netanyahu and his team in Jerusalem on Monday, August 3, 2026, in talks the board described as "constructive and detailed."
  • After the meeting, the Board of Peace stated that an Israeli military withdrawal beyond the "Yellow Line" would take place only once Hamas's decommissioning of weapons is complete, applying to light weapons, heavy weapons and tunnels.
  • Netanyahu publicly acknowledged disagreements with Trump over the agreement, saying Hamas must be disarmed and Gaza demilitarised before a reconstruction phase begins.
  • Israeli strikes continued during the ceasefire, killing at least 18 to 19 Palestinians on Sunday across Gaza City, Deir al-Balah and the Khan Younis area — described by Palestinian health officials as the deadliest day in several weeks.
  • Mediators Qatar, Egypt and Turkey issued a joint statement condemning the recent Israeli strikes as violations of international law, citing attacks on health facilities and civilian casualties, and calling on Israel to abide by the ceasefire terms.
  • Two people familiar with the meeting said Mladenov also pressed Netanyahu to halt Israeli strikes in Gaza.
  • Finance Minister Bezalel Smotrich and Minister Orit Strock called for a new cabinet vote on the Board of Peace framework and demanded that the entry of the International Stabilization Force into Gaza be blocked, after the cabinet last week approved a pilot phase and the deployment of about 200 troops from other countries near Rafah.
  • Palestinians in Gaza expressed skepticism that the new agreement would change conditions on the ground, saying they would judge it by whether strikes stop.

Context

What is the "Yellow Line" and why does it matter?

The Yellow Line is the demarcation set in the October 2025 ceasefire agreement that separates the positions Israeli forces hold inside Gaza from the rest of the territory Times of Israel. The Board of Peace has now said Israeli forces will not withdraw beyond it until Hamas's weapons and tunnels are fully decommissioned, making the line the practical measure of whether the roadmap is advancing Al Jazeera Online,Times of Israel,Times of India.

What did Trump announce on July 30, and where does it stand?

Trump announced a plan under which Hamas and other armed groups would disarm in phases and hand governance to a new Palestinian administrative body, with Israeli troops withdrawing; he called Hamas's agreement to hand over weapons a "major milestone" Dawn,Zero Hedge,Firstpost. The roadmap is intended to institutionalise Phase 2 of the ceasefire that took effect on October 10, 2025 Firstpost,Indian Express. Both sides have since raised conditions: Israel says Hamas must disband and disarm first, while Hamas has linked its steps to a halt in attacks and an Israeli withdrawal Jutarnji list,tportal.hr,taz.de.

What remains unresolved?

The sequencing dispute is unresolved: Israeli officials have said no agreement has been reached on stopping strikes, and Israeli media reported Netanyahu told Mladenov that Israel would neither cease fire nor withdraw from positions it holds TRT World,IndexHR,24sata. Reconstruction has also barely begun — one account notes that housing, water, sewage and electricity infrastructure remain largely unrepaired, attributed to restrictions on the entry of industrial equipment, and movement through the Rafah crossing remains limited Indian Express.
