Kushner Meets Netanyahu After Hamas Talks; No Breakthrough on Trump's Gaza Plan

First covered Monday, August 17, 2026International AffairsWell-covered

The Facts

  • Jared Kushner, President Trump's envoy and son-in-law, met Prime Minister Benjamin Netanyahu in Jerusalem on Monday.
  • Kushner met Hamas political leader Khalil al-Hayya in Egypt on Sunday, a day before the Netanyahu meeting.
  • The talks produced no announced breakthrough, with both sides holding to their positions.
  • Netanyahu said Israeli forces will not withdraw from Gaza until Hamas is fully disarmed.
  • Hamas says Israel must first withdraw its troops from the roughly 60% of Gaza it occupies.
  • An Israeli official said Netanyahu and Kushner agreed a US general would supervise decommissioning of Hamas weapons.
  • There was no immediate US confirmation of the reported understanding on American supervision.
  • Kushner told Fox News that weapons removal could begin "in as little as 30 days."
  • Netanyahu publicly rejected the US-backed 15-point roadmap days before the meeting.
  • Trump said Israel should stop carrying out strikes in Gaza, saying Hamas has agreed to give up its weapons.
  • Israel has conducted airstrikes and taken additional territory in Gaza despite the October 2025 ceasefire.
  • Israeli National Security Minister Itamar Ben Gvir said on a podcast that Israel should kill 30 to 40 people nightly in Gaza.

Context

What is the 15-point roadmap and where did it come from?

It is a plan put forward by Trump's Board of Peace to advance his broader Gaza framework, calling for Hamas to disarm in phases in exchange for a full Israeli withdrawal Aol,NY Post. Trump announced last month that Hamas had agreed to lay down its arms under the roadmap NYT,Aol. Hamas has endorsed it, but Netanyahu has refused to support it NDTV,MoneyControl.

Why has the plan stalled?

The core dispute is sequencing: Israel wants Hamas to surrender its weapons before any major military pullback, while Hamas wants an Israeli withdrawal first MoneyControl,MoneyControl. The plan has also been held up by disagreements over the future governance of Gaza, and by Israeli strikes and operations beyond the agreed ceasefire withdrawal line NYT,News18.

Who else was involved in the diplomacy?

Trump's envoys met Egyptian, Qatari and Turkish mediators in Cairo on Sunday, with Hamas officials present at some sessions Guardian. Board of Peace envoy Nickolay Mladenov took part, and former British Prime Minister Tony Blair also joined discussions Guardian,MoneyControl. Hamas separately called on mediators and the Board of Peace to "compel" Israel to approve the roadmap Guardian.

Where Left and Right agree, and where they split

Where Left and Right agree
The talks broke nothing open, each side still insists the other move first, and the reported US general supervising disarmament is unconfirmed — treated by both as a claim to test, not a result.
Where Left and Right split
Whether the story is about Palestinians absorbing the cost of a sequencing fight, or about what obligation Washington quietly assumes if an American general oversees disarmament.

How left and right read it

Left says

Palestinians pay for each day of deadlock. Because Netanyahu ties withdrawal to Hamas's full disarmament, civilian survival hangs on a sequencing fight that produced no breakthrough — while Israeli forces hold roughly 60% of Gaza and the fuel and necessities Israel committed to allow in do not arrive. Unconfirmed talk of an American general supervising decommissioning within 30 days is not relief; press for the ceasefire and withdrawal instead.

“Israel has also failed to meet its commitments to allow specified amounts of fuel and other necessities into Gaza.” — The New York Times↗

Right says

American power should close this war, not underwrite an open-ended one. That is why an unconfirmed understanding that a US general would supervise Hamas's disarmament deserves scrutiny before Washington owns it: the talks broke no deadlock, and each side still demands the other move first. Treating a resumed Israeli campaign as the fallback is exactly what a verified, negotiated settlement exists to prevent. What has Washington actually signed up for?

“Kushner added that Israel would be entitled to "finish the job" in Gaza if Hamas reneges on its pledge to warehouse weapons and transfer control of the enclave to a third party, allowing for the 2 million-person region's reconstruction.” — New York Post↗
