North Korea Fires Ballistic Missile Toward Sea of Japan Days Before US–South Korea Drills

First covered Wednesday, August 12, 2026International AffairsWell-covered

The Facts

  • South Korea's Joint Chiefs of Staff detected a ballistic missile launch at around 6:00 a.m. local time on Wednesday from the vicinity of Wonsan, in North Korea's eastern Kangwon province, toward the Sea of Japan (East Sea).
  • Seoul said the missile flew more than 700 kilometers; Japan's defense minister, Shinjiro Koizumi, gave a figure of about 690 kilometers and said it came down beyond Japan's exclusive economic zone.
  • The launch was North Korea's second ballistic missile test in less than a week, following an earlier launch from the same Wonsan area.
  • Japan's Defense Ministry also detected the launch and said the projectile had already fallen into the water.
  • Neither Seoul nor Tokyo initially identified the missile's exact type, and details on its trajectory and other characteristics were not immediately released.
  • South Korea and the United States announced two days before the launch that their annual large-scale Ulchi Freedom Shield exercises would begin on August 17 and run through August 27, including training against drones, GPS jamming and cyberattacks.
  • North Korea characterizes the joint US–South Korean exercises as a rehearsal for an invasion of its territory, and Pyongyang has previously responded to them with weapons tests.
  • Multiple UN Security Council resolutions prohibit North Korea from conducting ballistic missile launches; Seoul described Wednesday's launch as the 11th such test by North Korea this year.
  • South Korea's presidential office said its national security office convened an emergency meeting to assess the launch's security implications, while U.S. Pacific Command said it was consulting allies and assessed no immediate threat to U.S. personnel, territory or allies.

Context

What is Ulchi Freedom Shield?

It is an annual, large-scale joint military exercise by South Korea and the United States, a regular fixture of the summer calendar, scheduled this year for August 17–27 Terra,Le Monde. Officials said the 2026 iteration includes drills against drones, GPS jamming and cyberattacks, reflecting changes in warfare such as greater use of unmanned systems and electronic warfare, and it also supports South Korean government emergency-readiness exercises Terra. The allies frame it as strengthening readiness against North Korean threats, while Pyongyang calls such training preparation for invasion NDTV,India Today.

How did Japan respond to the launch?

Japan's Defense Ministry detected the launch and said the projectile had fallen into the sea infobae,NDTV. Defense Minister Shinjiro Koizumi told a press conference that the missile flew about 690 kilometers and landed outside Japan's exclusive economic zone, that Tokyo had lodged a protest with North Korea through diplomatic channels, and that Japan was continuing to analyze the launch in close coordination with the United States and South Korea РИА Новости.

Why is North Korea's missile production drawing added scrutiny beyond the Korean Peninsula?

Ukrainian President Volodymyr Zelensky said on August 11 that Russian strikes on Zaporizhzhia and other areas involved North Korean-supplied ballistic missiles, in attacks that Ukrainian officials said killed several people and wounded others Terra,NY Post, infobae. Western, Ukrainian and South Korean intelligence services have repeatedly accused North Korea of supplying weapons to Russia during its invasion of Ukraine, and Pyongyang earlier sent troops to help Russian forces in the Kursk region infobae,NY Post. Moscow has not confirmed the origin of the missiles used in the strikes described by Ukraine.

Where Left and Right agree, and where they split

Where Left and Right agree
Eleven ballistic tests this year, all barred by Security Council resolutions, show that prohibition on paper has restrained nothing — a failure neither framing disputes.
Where Left and Right split
Whether the story is about a deterrence cycle that keeps generating launches and needs a plan beyond drills, or about readiness being the only signal Pyongyang actually reads.

How left and right read it

Left says

The people who live under this standoff carry a risk no one asked them to bear, and each cycle raises it. Eleven ballistic tests this year, all barred by UN Security Council resolutions, is evidence that prohibition alone has not slowed anything — while drills announced two days earlier drew a second launch inside a week. Deterrence keeps producing more of this. What is the plan beyond exercises and condemnation?

Right says

Allied readiness is the currency Pyongyang reads. Eleven ballistic tests this year — the second from Wonsan inside a week, days after Seoul and Washington set Ulchi Freedom Shield for August 17–27 — measure what Security Council prohibitions are worth to a regime that has been shipping soldiers off to fight Russia's war. Run the exercises on schedule, and train hard against the drones, jamming and cyberattacks.

“About 14,000 Pyongyang soldiers were deployed to retake Russian land in 2024 after Putin was left humiliated by a surprise counter-invasion, with the two countries' relationship only growing stronger since.” — New York Post↗
