The Facts
- The Justice Department charged five people over an alleged Russian intelligence network.
- All five defendants remained at large when the charges were announced.
- Prosecutors allege the network recruited people to surveil and kill targets.
- The alleged activity included targets in the United States and other countries.
- Prosecutors allege the network sought attacks on civilian and military infrastructure in Europe.
- The European targets were in countries perceived as supporting Ukraine.
- US authorities said the alleged network had operated since at least 2024.
- The allegations remain accusations in an unsealed federal indictment.
Context
Who was charged?
The indictment names Russian nationals Yuri Khrameev and Kirill Khrameev, Cuban nationals Oemis Romagoza Durruthy and Yaidel Delgado Suarez, and Venezuelan national Angel Eduardo Castro. Reuters

Where Left and Right agree
Left and right largely agree on this one.
- What both sides accept
- The indictment alleges a real, still-unresolved danger — a network accused of targeting people and infrastructure across the US and Europe, its members still uncaught.
- Where Left and Right differ in emphasis
- Protecting exiled dissidents from a reach that follows them abroad, or the urgency of an aggressive domestic counterintelligence response.
- Watch for
- A House vote on the Sanctioning Russia and Iran Act, which would let Trump impose 100% tariffs on countries buying Russian oil and gas, was expected to reach the floor Wednesday. The Indian Express
How left and right read it
Left says
People who flee an authoritarian state should not have to keep looking over their shoulder here, and the alleged recruitment of operatives to surveil and kill targets in the United States and abroad is exactly the reach that makes exile no protection at all. Because prosecutors also allege plots against civilian and military infrastructure in countries seen as backing Ukraine, this is one network menacing dissidents and allies alike. These remain untested accusations. Prove them in court, and build the protection with allies now.
“It marks the latest alleged attempt by a U.S. adversary to crack down on dissidents abroad, including in the United States and NATO-allied countries.” — CBS News
Is this how the left would actually put it?
Right says
A hostile intelligence operation recruiting people to kill targets on American soil is not a matter for polite diplomatic patience but for aggressive counterintelligence, because a network alleged to have operated since at least 2024 and to have pursued attacks on infrastructure in countries backing Ukraine did not stop at foreign soil. Yet all five defendants remain at large, so the charges alone protect no one. The indictment must be proven, but proof should sharpen the hunt, not excuse delay.
