A NUCLEAR DEAL LANDS IN CONGRESSREFRAMED ILLUSTRATION

The Facts

  • The Trump administration sent its civil nuclear cooperation agreement with Saudi Arabia to Congress on Monday.
  • The agreement could allow uranium enrichment to take place on Saudi territory.
  • Under the Atomic Energy Act, the deal takes effect after a 90-day review unless Congress passes disapproval resolutions.
  • An administration official said Trump's position is unchanged: the deal proceeds only if Saudi Arabia joins the Abraham Accords.
  • The normalization requirement was added after the agreement was signed and is not written into the agreement text.
  • The 30-year agreement, announced in July, would let U.S. companies develop Saudi Arabia's civil nuclear infrastructure.
  • Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman signed the agreement in late July.
  • Nonproliferation analysts and critics say the deal could accelerate the spread of nuclear technology in the Middle East.
  • The submission is expected to prompt months of congressional debate over U.S. nuclear exports and proliferation risks.

Context

What is a "123 Agreement"?

It is named after Section 123 of the U.S. Atomic Energy Act, which governs civil nuclear cooperation with foreign partners theepochtimes.com. The White House submission starts the statutory review period; the agreement does not require two-thirds Senate approval, but goes to the House Foreign Affairs Committee and the Senate's relevant panel Hill. The Epoch Times reports the framework is designed to let American companies play a key role in Saudi Arabia's civilian nuclear sector while limiting Russian and Chinese involvement theepochtimes.com.

Why is enrichment on Saudi soil contentious?

Andrea Stricker, deputy director at the Foundation for Defense of Democracies, said Congress should oppose an agreement opening a path to uranium enrichment in Saudi Arabia — even at a U.S.-operated plant — because it would end long-standing U.S. nonproliferation policy Lenta.ru. Some Democratic lawmakers fear the deal could trigger a nuclear race in the Middle East Коммерсант.…. Commentators have also argued that permitting Saudi enrichment complicates U.S. negotiations with Iran, which is denied that capability El Periódico.

Has Saudi Arabia agreed to normalize relations with Israel?

Saudi Arabia is not among the Abraham Accords signatories, which comprise the UAE, Bahrain, Morocco and Sudan from 2020–2021 Коммерсант.…. Israel's Channel 12 reported that Riyadh continues to link normalization to the departure of Prime Minister Benjamin Netanyahu's government and progress toward a Palestinian state, according to a source close to the Saudi royal family Cursorinfo:…. The Saudi embassy in Washington did not immediately respond to a Reuters request for comment on the congressional submission Yahoo!.

Where Left and Right agree, and where they split

Left and right largely agree on this one.

Where Left and Right agree
Both read the deal as unacceptable as written and want Congress to vote it down, treating the unwritten Abraham Accords condition as no safeguard at all.
Where Left and Right differ in emphasis
Both want Congress to kill it: one because enrichment on Saudi soil risks regional proliferation, the other because the normalization promise binds Riyadh to nothing.
Why they won’t converge
The divide is about values, not facts: one side treats enrichment capability on Saudi soil as the hazard itself, the other treats an unwritten normalization promise as the missing consideration, so tightening the text satisfies one and not the other.
Watch for
Whether both chambers pass disapproval resolutions inside the 90 session-day review window, and whether the tally reaches the two-thirds in each house needed to survive an expected presidential veto.Kenya Star, NewsChannel 3-12

How left and right read it

Left says

A 30-year agreement that could put uranium enrichment on Saudi soil is exactly the kind of decision that should carry the heaviest burden of proof, because nonproliferation analysts warn it could accelerate the spread of nuclear technology across the region. Yet the normalization condition offered as reassurance was added after signing and appears nowhere in the text, and the White House would not say how it will stop the signed deal from taking force after 90 days. Congress should refuse the deal unless enrichment on Saudi territory is prohibited outright.

“The White House did not answer questions about how the administration will prevent the signed deal from going into force after 90 days.” — CNN International↗

Right says

A thirty-year commitment should buy something the other party is actually bound to, because reciprocity that exists nowhere in the text is not reciprocity at all. Trump's condition that Riyadh join the Abraham Accords was attached after signing and left out of the agreement, so the kingdom keeps a path to enrichment on its own soil and American firms build the infrastructure while the promise floats free. That is not a bargain. Congress should vote it down.

“One day after Wright announced the agreement, Trump praised the deal, but hinged it on Saudi Arabia's willingness to establish relations with Israel by joining the Abraham Accords.” — Washington Examiner↗
