The Facts

  • The UN Human Rights Office published a report on 4 September titled "Destruction of Palestinian refugee camps in northern West Bank".
  • The report examines Israel's Operation Iron Wall in the Jenin, Nur Shams and Tulkarem refugee camps in January and February 2025.
  • The report says Israeli security forces forcibly displaced more than 33,000 Palestinians from those three camps.
  • The displaced residents have not been permitted to return home in the roughly 20 months since the operation began.
  • The report says Israeli forces killed civilians, destroyed hundreds of homes and damaged roads and other infrastructure.
  • The report says forces cut water and electricity and barred humanitarian access before going door to door to force residents out.
  • The office said the displacement raises serious concerns about the crime against humanity of forcible transfer.
  • Israel rejected the findings, and its Geneva mission accused the rights office on X of abandoning impartiality, independence and neutrality.

Context

What was Operation Iron Wall?

Israel launched the operation on 21 January 2025 in the north of the occupied West Bank, two days after a ceasefire took effect in Gaza France 24. Israeli military, police and other security forces entered the Jenin, Nur Shams and Tulkarem camps Dawn, wallstreet:online. Al Jazeera reports the operation killed 102 Palestinians during January and February 2025 Al Jazeera Online.

Does the report establish that crimes were committed?

No. The report raises concerns and questions whether crimes against humanity were committed; only courts can definitively establish such violations ZEIT ONLINE. The office said using airstrikes, armoured bulldozers and controlled demolitions to render entire camps uninhabitable, absent imperative military necessity, is not permitted under international law, appears to constitute a form of collective punishment and raises concerns about possible ethnic cleansing Le Telegramme.

What were the camps before the operation?

The destroyed camps were administered by UNRWA and had developed into urbanised areas housing thousands of refugees and their descendants diariolibre.com. The report says Israeli forces consolidated control over the Jenin, Nur Shams and Tulkarem camps within days of the operation's start and displaced their entire population La Jornada.

Where Left and Right agree, and where they split

Where Left and Right agree
Neither read disputes the operative fact: more than 33,000 people were displaced from three camps and, roughly 20 months on, still cannot go home.
Where Left and Right split
Whether the story is about civilians barred from returning to homes with water and power cut, or about whether a Geneva office can rule on how a state fights terrorism inside its borders.
Why they won’t converge
The divide is trust-in-institution: both sides accept the same displacement numbers, but disagree over whether a Geneva rights office has standing to legally characterize a state's counterterrorism operation, a question no additional fact-finding can settle because it is about the finder, not the findings.

How left and right read it

Left says

Whether more than 33,000 displaced Palestinians can go home is the whole question here, and roughly 20 months after Operation Iron Wall began they still cannot. That is not a security operation with a hard aftermath; it is an exclusion sustained by choice, alongside hundreds of destroyed homes, cut water and electricity, and blocked humanitarian access. Rejecting the report's impartiality answers none of it. Press Israel to let residents return and restore those services, and back independent accountability for what the findings describe as possible forcible transfer.

Right says

Terrorism inside a state's own borders is that state's problem to solve, so how it fights belongs to it — not to a UN office issuing legal characterizations from Geneva. That office frames Operation Iron Wall as raising serious concerns about the crime against humanity of forcible transfer, yet Israel rejects the findings as a departure from impartiality, independence and neutrality. Before Washington borrows that verdict: who tested it?
