A SUMMER OF RECORD HEAT ACROSS FRANCEREFRAMED ILLUSTRATION

The Facts

  • France recorded its hottest summer since measurements began in 1900, Environment Minister Monique Barbut said Thursday.
  • Météo-France put the summer's average 24-hour temperature at 24.0°C, 3.6°C above the 1991-2020 normal.
  • The season surpassed the previous French records set in 2003 and 2022.
  • France counted 53 days of heatwave conditions, above the previous record of 33 days in 2022.
  • Three heatwaves hit France, and the one in late June set a record for intensity.
  • Thousands of excess deaths were recorded in France during the summer's heat episodes.
  • By the end of August, wildfires had burned six times more land than the 20-year average.
  • Belgium and the United Kingdom also recorded their hottest summers, according to their national weather agencies.

Context

How does Météo-France define a heatwave day?

Météo-France uses a national thermal indicator, the average of reference weather stations. A heatwave begins when that indicator passes 25.3°C and officially ends when it falls back below 23.4°C for more than two consecutive days Yahoo!,Notícias ao Minuto. Météo-France director Virginie Schwarz called this summer's 53 such days "really exceptional" Yahoo!,Notícias ao Minuto.

What is the French government proposing in response?

Barbut said the government wants to accelerate work under the national climate adaptation plan, including better protection of schools from extreme heat, with a strengthened plan promised by the end of September midilibre.fr,news24,Le Telegramme. The government is also considering raising the ceiling on the Livret A savings account to €30,000 to help finance climate adaptation work Le Figaro.fr.

What damage did the wildfires cause?

Firefighters tackled blazes through the summer, including in normally cooler and wetter northern regions and Brittany, during one of France's driest years on record U.S. News & World R…. A large fire in the Gironde area near Bordeaux destroyed forest and forced a quarter of a million people to evacuate U.S. News & World R…,Le Telegramme.

Where Left and Right agree, and where they split

Where Left and Right agree
Thousands of excess deaths and land burning at six times the twenty-year average count as a failure of protection, not merely bad weather that happened.
Where Left and Right split
Whether the story is about cutting the emissions driving 53 heatwave days, or about the civil-protection capacity that decides who survives them.
Why they won’t converge
The divide is time-horizon, not fact: one side treats the death toll as evidence that the emissions curve decades out is the binding constraint, the other as evidence that this summer's protection capacity is, and both readings survive the same numbers.

How left and right read it

Left says

A summer that kills thousands of people is a policy outcome, not a weather event. France counted 53 days of heatwave conditions against a previous record of 33, and wildfires had burned six times the 20-year average by the end of August, so the excess deaths fall hardest on those with no cool room and no way to leave. Because 24.0°C sits 3.6°C above the recent normal, and Belgium and the UK broke their records too, half-measures are indefensible. Cut emissions hard, and fund heat protection and fire resilience as public infrastructure.

Right says

Survival is the first test of government. Thousands of excess deaths during the heat episodes, 53 heatwave days against a previous record of 33, and fires burning six times the twenty-year average by the end of August are civil-protection numbers, because each one measures whether people were kept alive and land kept from burning. That capacity is what France should be judged on, and funded for, before anything else.
